I can confirm this glitch.  Terrain paints in Windenburg:

    You'll also notice that the angles vary by area however the best solution is to create custom rotated textures since this isn't fixable without re-publishing the entire world. Everyone will lose their save data if a patch is released.

    I did some further testing after posting here and I did indeed notice varying angles in different areas.  It is really annoying and very restrictive as to what you can build where.
