We had the same issue
you have to install the mod uicheats then delete the romance bar between the two buggy sims
then start filming again until you can wohoo again now it should work

I noticed this glitch in my game today. What worked for me was completely delete my sims relationship using UI cheats mod and start from scratch. That way they were able to get satisfaction begins pop up and it seemed to fix it.
Just want to confirm that this fixed this issue for me! My Sims were dating as teenagers, somewhere along the way their romantic satisfaction stopped showing up (I didn't notice until after checking this thread through), and they couldn't woo-hoo or try for baby. I deleted the relationship completely using UI Cheats then cheated it back, and everything's back to normal!
