I just looked at the latest patch notes, and I can't see anything about the exclamation marks issue being fixed (?) Personally, I'd avoid adding residential rental lots, or keep it to an absolute minimum
No there hasn't been a fix sadly, though the Sims Team is aware this was not amongst the laundry list
This thread is marked "needs saves" because the Sims team can't solve it without corrupted saves they can examine to find the cause and solve the problem. I have already shared my save with the team. Please, new people to this thread, upload your corrupted saves to a file sharing service and share the links here, on this thread. We all want this solved; let's pitch in and help them solve it.
Have you heard anything back from the Sims team from when you shared your save?
I think the saves need to be mod-free is my understanding. I believe this issue also affects console users.

Only the notice you're referencing, that they need some un-modded saves. That's why I'm encouraging others to upload; all my saves are modded.
