The same thing happened to me, but the character values in the parenthood pack don't show up either when they are definitely in range to get it when aged up.

I have this problem since the 7/26 update. I don't know how the updates affect the game, but I don't have that problem in all my saves prior to that update

Ok so i tested it out on a new game I made on 7/25 and I'm not having the issue on that game file. Therefore, the issue is only happening on my older/main game file. However, a temporary fix would be doing the cas.fulleditmode cheat and adding a third trait on cas if you are mostly concerned about your sim not having a third trait. I also don't want to rely on doing that every time I want to age up a teen sim. Another thing is that I do not have any sims who maxed on character values from parenthood, so I don't know if those would also transfer over.

How do I attach the save files onto the message to send to the sims team?

I was having the same issue with my teen aging up and was trying multiple things to resolve it after the most recent update. I exited out to the main menu without saving and then played back through and saved before selecting the option to blow out the candles.  While this may not work for everybody, my teen had the option to graduate early.  So , I selected the option to graduate early from a computer and was finally able to age them up properly.

Things I tried that didn't work:

1. Exiting out to the main menu without saving.
2. Closing out of the game entirely without saving.
3. Quit their side hustle as a Video Game Streamer.
4. Traveled to another location and tried aging them up there.
5. Tried a different cake.

Other notes:

• My teen had the Overachiever trait and the Teen Highflier aspiration trait. 
• They were also the oldest teen in the household. 
• Their younger sibling aged up to a teen after the update.
• While not specific to the issue labeled in this thread, the oldest teen also had issues of seeing the event options when going to the high school with their younger sibling.
  • This made it where they were not showing as completing the day and would show still show their homework as completed.
  • If this was not addressed, it would make it where you couldn't follow them to high school and could cause issues with them going to their after school activity.
  • A workaround was to travel with my teen sim having this issue to another lot to refresh the high school option.  This allowed them to do their homework and go their after school activity (So, you may have to travel between 3:00-3:30) .  This also allowed me to follow them the next day to the high school.  However, this issue would come back the following school day and the workaround had to be used again.

Happening to me too

What @Trinsion said totally worked for me. I couldn't get my teenage sim to age up properly until she graduated early. Then everything went totally perfect, as before. I suppose the main issue is with High School Years' graduation messing it up with the other age up mechanisms.
