That's normal behaviour. I first started playing back at the beginning of 2017, way before Get Famous patch and they've never autonomously changed outfits from sleep to everyday after waking up. I prefer this, because I like them hanging out around the house in the mornings in their PJs.
As stated, they'll automatically change out of sleepwear if they do something where sleepwear isn't appropriate, like walking outside or going for a jog. And after bathing they will change into their everyday outfit.
Visiting NPCs will change from sleepwear to everyday after getting out of bed though. I find that annoying because sometimes I want them to hangout for breakfast in their PJs too. But all of this is normal game behaviour, no bugs.

Regarding the original bug report, which is about SITUATIONAL outfit changes, like your sim should automatically arrive at the gym in gym clothes when invited to work out (even if they weren't in that outfit when they left the house), I have noticed they do that, so maybe it was fixed in the June 2018 patch?
Can't confirm if restaurant invites have sims arriving in appropriate restaurant clothing - I've been using fix mods to force them into it and haven't taken them out to check if they aren't needed any more.
As for NPCs not wearing party clothing at nightclubs, I saw in the tuning files that only dancers have party wear assigned, but DJ audience does not, which is why I was seeing adults just standing around the DJ booth wearing everyday clothes. Whether that is intentional or an oversight is up to EA. I'd prefer if they were in party clothes too, because then all the NPC visitors at dance parties would match.
