Checked your save. Same issue as the others.
Do you know anything about them ? Are tose Sims you created ? In born Sims ? Did you move that household around at some point ?
Unfortunately, the household is not deletable so atm until this gets fixed, you can only try if you have a backup that loads.
This family is in one of my rental houses, it wasn't created by me, it came with the save I downloaded. I'll check the game Thanks!

@EmillyOF I wonder if this issue happens when a rental family moves out on their own.
Do you have more rental units then in Tomarang ?
I managed to solve it!!!! I took the family that was bugging the game and transferred all the members to another family. I had to try a few times until I was able to actually transfer it, but when it transferred I deleted the family and the game started working again!!! try this in your game to see if it works

@EmillyOF Thanks. Will try this on the three saves I have :D
I tried to delete, move somewhere but always got stuck.EDIT: It seems a bit hit and miss.
Tested first save:
Household with 4 sims. Split them into two and two. Both households now showed as currently not in world and world loaded fine
Tested second save
Household with 2 Sims. Tried a split as well. Worked for one household, the other was still not in world. Tried again. This time it just worked.
Tested third save
Household with 1 Sims. Very tricky. Still trying to figure this one out cause it always gets stuck if I move the entire household. When I move another sim from another household over, the one that was bad got moved into the household and the new one I moved is now in a new bugged household
Testing further.
Sometimes it get stuck, especially when you try move the entire household.
EDIT EDIT: The only thing I seem to be able to do reliably is crash the game :D
My game just got an update but I'm still getting the error sadly ☹️
This was my issue as well. I had a single sim causing the issue. Thank you!!!!!
Just thought id mention, i was messing around, If you rename the apartment lots, the game does not seem to like it when creating new lots, did some renovations, added a unit and it deleted one of my units with a tenant, then i got this message. Anyway, that tenant went into limbo and the game did not like it, it was just one sim, i managed to move some sims into the corrupted household, and then split them up that way. So hope that helps
Also dont rename apartment lots, The game does not appreciate those shenannigans
EDIT: sent a PM with my files to crinrict.
Hi, i'm french and i have a similar problem.
Here my problem description in french :
"Bonjour,
Merci"
I've got a mac and i've already delated all my mods.
Thanks
So from what it looks like here, this issue is caused by a household in limbo (Not in any world, not even the "not in world" world). The hypothesis here is that they ain't leaving a multi family unit properly, and the game freaks out, and doesn't want to load lots. The problem household can be found in managed worlds, and has nothing to say what world they are in.
The best solution is to revert to an earlier save, but you might be able to get it to fix the household. It takes some finagling, and it doesnt want to be consistant, but i have attached a video on what i did in case yall want to see it.

Not to totally juxtapose the above, but I created a new world, new sim, built house from scratch etc.
played for around 5:6 hours without issue.
i went to work with my Sim (a doctor) and had a house call. When going to the house call, the loading screen came up (expected) but then the pop up with the error code appeared and I couldn’t do anything.
I didn’t save the game. I exited and reloaded. It let me reload the game from my last save without issue. But I had to cut my losses on the game time I had logged.this bug is a real joy killer and I would like to avoid needing to reinstall everything and starting again…
