Not OP, but I have the same issue. I tried it both with mods and without but the result didn't change.

Try the followingClose the gameRename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_OldStart the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worryStart a new save gameCheck if you still have the errorReport back with your results for further steps on how to get your stuff back.
When I opened a new save without any mods it worked. I assume maybe some Mod caused that save to get corrupted.

- @makaisk Try without your cc. With a completely empty mods folder on a new save, do you still have this issue?
I've got the same Problem. And I dont use any mods so its not a mod issue. I used the pre-made house from the game, after deleting one flat i am no longer the owner but I still own it...? Also I cant add any more flats.
I will try to clear cache.
