I've had the same issue and I'm not using any mods so I decided to check all packs and, at least in my case, it turns out that Laundry Day Stuff Pack and Eco Lifestyle EP was the core of all the bugs and issues I had. After deleting those two packs from my game, everything works just fine.
@crinrict I removed them as most mods needed an update. I would also like to add that aside from Laundry Day and Eco Lifestyle I also had to remove realm of magic and Strangerville packs. All the other EP, GP and SP are working just fine. I've even moved back updated mods to mods folder and so far I encountered no issues. For now I just can't use those 4 packs I mentioned.
I had the same issue, even with a fresh save and no mods, of sims freezing and not doing what told. I deleted Laundry Day entirely and everything works, even with all my mods and cc. I’m using Origin on Mac.
