[FIXED] Wants/Fears toggle stops working after travelling

I am having this issue too and it's very annoying.  Wants and fears are a frustrating gameplay mechanism because sims keep wanting to do things that they can't do (e.g. talk to people not on the lot who are at work) and spend their time constantly angry.  It is a huge downgrade from whims.  I want the feature to stay off when I turn it off, but it comes back every time I load the game.  Please fix.
