definitely had them kiss passionately since the patch so it seems not universal. I just noticed it doesn't seem to be always there. Have you tried a few others and see if it shows up then ?

I think the bug might be caused by the acting skill as the sims without that skill seem to have the option @crinrict
Mine have the acting skill too though. Both my Sims do.
So you're not getting it at all ? Even after trying some other interactions first ?
Are your sims flirty or very flirty? I only see the option come up when my sims are very flirty.

the sim I'm having trouble is a teen so maybe that's where the bug is he was also in the drama club
Did teens have the option before ? Do teens without the acting skill have it ? (I assume they can have the acting skill)
yes I think they did but anyway he got the option back when he became an adult so we found a work around @crinrict
So the issue is just with teens ?

Teens get the option with "Very Flirty emotion" and disappear after a few mins if not used. if you use "Passion Kiss" then there's a cool down timer of real life 10 mins then it will show again.
teens always had that options..
my sim is in the drama class with max acting skills and it's still working as it should

I haven't tried this (mostly due to the fact that I currently have no teens).
I'll add this as needs input to see if there's other people who have issues with this.
