Try find a job instead. That's where the option was for me for teens

     My child sim cannot join scouts either. In any world and I have tried multiple households and still nothing.

    Do you not have the option on the phone ? It's called 'Join after school activity' for kids.

    If not, any mods in your game ? Have you tried repairing ?

    you're right its under find a job. not sure if that's really where it is suppose to be.

    It's a bit weird but maybe they didn't want to add another option. Kids don't have jobs so they had to create a new one for them.

    If you're not happy with it, I'd say create a thread in the general info section or the feedback forum over at the sims forum as feedback :D
