which apartment are you having this issue with ? Any specific one ? I just tested this and it works fine for me.
Are you saying the neighbors came over but the event doesn't start or that had Sims over previously and no one ever came with a fruit cake ?

I had something similar happen in Newcrest, Comfy Cubby lot. The neighbours all turned up, one with fruitcake, but none of them knocked on the door. I took pity on them and had one of my active sims take them back home and left them there. The next day they came round again and the welcome wagon event started as expected.

So I am having an issue where it keeps happening when Sims come over for welcome wagon and they don't go home. In San Muyshuo it was 3 sims who didn't go home and couldn't care for themselves. In Sulani it was a couple and it happened 3 times. I had to go to the sims house and bring them home. Thanks
I don't know if it helps much but I've noticed that when this happens, there's one sim that all the others seem to be waiting on that's not registering as "neighbor" when I hover over them. That specific sim gets stuck taking out the trash on a loop while all the others stand around.
Like @DizzyMoonflower said, I also have a third sim with the "Neighbour" tag on him (Raj Rasoya in this case) but for some reason he's not joining the other two and the event never triggers like it should. The other two were just standing there, waiting on him and Raj just keeps popping in and out of his apartment, taking out trash or sorting his mail. I had my sim go talk to those two in front of my door and they both have the social "Thank for coming" and the other one has additionally "Agree/decline to hang out" socials available.

Steps: How can we find the bug ourselves? Create or place a sim, move into a lot, house or apartment, wait for the 'welcome wagon' social event
What happens when the bug occurs? Sims are outside the door but no notification received and stand there with fruitcake and won't leave until I toggle the 'send home' action
What do you expect to see? Sims come for the event, notification triggered and then leave
