You need to keep vacuuming until the house is clean.  Sometimes it takes a while if the house is really dirty.  You can tell by the sparkle that shows up when it is pristine.  When you get the option to "Vacuum to Perfection", that's another sign that it's clean.  If you get the other vacuum options instead like "Vacuum Lightly" then you need to keep vacuuming.  So just keep at it.  Once you have it sparkling clean, put a Cats and Dogs robot vacuum on each floor and fully upgrade them (both the base and the robot) then set them to auto clean.  I set them to run every 6 hours and never have a dirty house.
