I play on PC and I've had this happen with and without mods. I mostly notice it when my sim get the phone call interactions. For instance, just today, the sim I was playing got a call from a friend asking if they should go on a date with someone. I didn't know the sim they were talking about so just answered "follow your heart". I little later I got another call saying they had gone a "very nice date", and when I checked, sure enough enough, there was a little romance bar between them (tho they hadn't met yet and had to be introduced--that's a sperate issue). But, when I checked that other sim, they had the wrong orientation to be attracted to the sim who had called me, with exploration turned off. Now, given how little impact these things seem to have, I know it will just fade and go away and they'll forget about each other in a little bit, but it's still a bit weird.
I like neighborhood stories a lot, I just wish they worked a little bit better.

Yeah, I've been running a test file where all of the default households are in my favorites (It totaled like 275 sims) so I could see how the different relationships play out if they didn't get culled. Molly and Mei Prescott and Savannah Price got into relationships that conflict with their orientation (Molly dated 2 men and Mei dated a woman, and Savannah is supposed to be Aro/Ace). Even if sims are exploring, their preferences don't change to reflect any new relationships, so I think the game is just ignoring orientation. So yeah, even if they did fix the neighborhood culling stuff they would then have to fix this issue.
Also, I did not realize the default households had relationships outside their households, like I thought it was just flavor text when the household description talked about a sim having a crush on another sim.
