I've started avoiding getting the Incredibly Friendly trait until my teens have completed this part of the aspiration and I'm still having problems. If my teens do a friendly or cheerful introduction the friendship will jump very high and not count (this is without the trait). I've noticed this since they updated how building friendships work with the infant game update.
One work around is to create a Get Together club with other teens that the teen doesn't know, and then work on building friendships with them as the teen friendships for this goal will count if they start as acquaintances and then become friends. You could probably also try a rude introduction and then rebuild the friendship and/or see if sending the teen to school on their own and using the 'make friends' option works.
