Sim Refuses Guitar

How often does the bug occur? Every time (100%)
What is your current game version number? 1.85
What expansions, game packs, and stuff packs do you have installed? All of them (and kits)
Steps: How can we find the bug ourselves? Have a guitar to play
What happens when the bug occurs? Go to play, practice, etc on the guitar and Sim just waves arm around with a question mark bubble. No issues with violin or piano.
What do you expect to see? Sim playing/practicing guitar.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Not sure which patch, but within the last 2. Didn't play guitar in my last save as all Sims in household mastered the guitar. Stopped that save and started another because I couldn't get rid of the 13 Ranch Hands that would not leave the lot no matter what (even death has them spawn a new one to take their places).

I've tried different guitars. They just won't play. I did reboot the game and the Sim would play, but then when stopped and tried to resume, they wouldn't play again.
