[TROUBLESHOOT] Needs keep dropping while filling them

How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? Vampires, City Living, Holiday Celebration Pack
Steps: How can we find the bug ourselves? Do something to up a need on your sims needs bar. Especially showering and sleeping.
What happens when the bug occurs? My sim will take a shower and they'll take over an hour in the shower and their hygiene bar will be almost full and then drop suddenly and sometimes they'll even get out of the shower and the bar will immediately drop back down as if my sim never took a shower in the first place. The same thing happens when my sims sleep, they'll be sleeping and the bar will raise and then drop suddenly.
What do you expect to see? Need bars should be full after completing a need and not drop back down half way through completing one.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

Please describe the patch or change you made. I noticed it happening after the new patch update was installed.
I don't have mods or CC installed, I've tried repairing the game and deleting the electronic arts folder and starting completely fresh but it's still the same.
