Wedding Venues not Showing Up as a Location when Planning a Wedding

How often does the bug occur? Every time
What is your current game version number? 1.111.102.1230
What expansions, game packs, and stuff packs do you have installed? All except Journey to Batuu, Luxury Party Stuff Pack, and a bunch of the kits.
Steps: How can we find the bug ourselves? I build a wedding venue on a lot that was previously empty or listed as something else and then I list it as a wedding venue. I go back to the household I'm playing with and have my sim plan a wedding, but then the venue I just spent all this time building and have listed as a wedding venue isn't showing up.
What happens when the bug occurs? The lot doesn't show up as an available location when planning a wedding.
What do you expect to see? For the wedding venue to be there as an option to have a wedding at.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes, but I've removed them and still experience the issue.

This is a problem that's been happening for like years at this point. I've tried repairing my game, removing mods, and looking for old solutions. I found an old report on here from 2022 that was listed as "Fixed," but I'm currently still having this issue.
