A question about missing functions in build mode

I do not play sims often, most of time, I build different architecture. There are too many functions in build mode in the Sims 3 and Sims 2 are gone in the Sims 4. I am really curious whether these fu...

We can't build a shack to a house without a foundation underneath it. :( (if the main house has foundations) Foundations are set by lot and not by room.

We also can't build a fountain inside a house.

All this was possible in previous games of the series.
