allow everyone to start careers from the "bottom rung"
So I had a sim do a distinguished degree with honours in drama, which catapulted them straight to actress(level 8). when I went to get the actor mirror i found that it was still locked and said I required to reach level 4 of the career, which is impossible now since I start so high off(possibly a bug). Which got me thinking, what about an option when to take a job to accept any position lower than the one that is offered or just the option to start at rock bottom(imagine roleplaying: you got all the qualifications and they have to hire you but don't like you)
this would also be useful gameplay wise as it would make it much simpler to switch branches
