That's what new worlds are for. One of the things I loved about TS2 was that you didn't have to build new lot types in your home neighborhood because you could just visit the Restaurants in Downtown and return home without needing to edit town. I absolutely hated the fact that you could not do that in TS3. In that game, the only way you could get go scuba diving was if your sim lived in Isla Pardisio. Tough luck for Sims living in Bridgeport, Sunset Valley, Twinbrook etc. TS4 is going to be like TS2 in that regard. There will be no need to worry about where the new lot types are going to go in your save, because you'll just be able to visit the world that contains the lot and you'll be able to build the lots yourself.
