I received mine by email which directed me to go the my origin where It was in the 'My Games' section. I also dont think it was for those who just preordered as how would they know? Unless you did it through origin. I preorded mine at my local game store which has no affiliation with origin though. I think it might have something to do with all your registered sims 3 games and/or if you signed up to the sims4 site/newsletter, which gives you news and information about the sims 4.
