You said it best right here this game still feels designed for a single Sim at least in regards to couples, dating or being married really does not change anything about how Sims will interact with their significant other except it will make it easier for you to force them to interact yourself.
Overall they just did not put in the effort with the Sims 4 in past games Sims would cuddle in bed dream about the Sims they cared about there is just nothing set in place to make it seem like they actually care about each other.
