I enjoy your ideas about it. Maybe it could be more then a Game Pack if they added Magicians and Acrobats + some new things...This is very much the direction my thoughts have been going.
Fortunetellers... The Sims 1 Circus career would fit really well too...
Perhaps there could be a big top at the centre of the carnival.
