Halloween Town building challenge!

I was inspired by the BNS Whimsyville challenge and thought it would be nice to have a challenge for simmers to build lots for an imaginary town called Halloween Town which is populated by both supern...

@lsnishi Awesome! Thanks :) Its more or less done, I just usually spend ages doing the "finishing touches" and making sure I didn't forget anything :D
