Just make your sim a wizard and cast Repario.
You can't have one without the other guys, that's how the game designers designed the handiness skill.
The tv doesn't break very often, maybe they can make it like that, but would you really rather not have an improvement of furniture feature just because you can't be bothered to repair it when it breaks? There's cheats, there's spells, you can compell a human to fix your stuff if you're a vampire, you can even just click "replace" for a small fee, not to mention that you can upgrade plumming and electricity to break less often or become unbreakable, so if you make your furniture unbreakable it will never break! Problem solved. I never found repairing things too much of a bother so I can't understand how anyone can be so annoyed by it or even deny themselves a cool gameplay feature because of it.
