We're still dealing with the effects of a game that was stripped down to next to nothing at launch because they had started out trying to make another stab at an online Sims game.
Even if they solve the problems of other online games, and the problems that arose in The Sims Online (like, uh, paying for woohoo), having to keep the game the same for everyone online means no mods, no cc, no custom saves in the online game.
