I want to build this in sims 4. How?

Hello, \Seeing as all the great builders and decorators chill here, I would greatly appreciate any build and furnish tips as to how to build this in sims4.

Sadly the game devs, who made Mutazione and Saltsea Chronicles,   Die Gute Fabrik are no more.  I wish to recreate the beauty of their games in sims4 and have decied on this!

Unfortunately, it looks far too tricky to build and very possibly waaaaay outta my league in build & design skills.

I would like some top tips as to how to tackle such a design.  

What size of lot would you build this on?

How would you get the rocks like that?

How may levels should there be?

should I use ladders or stairs?

Should I copy the colours?

Should I terrain the land? 

Should I create a large pond?

Should I place in a swimming pool?

Should i place it in a fountain?

How to get double height windows?

Should I just not bother and give up?

Should i get someone else, a "master-builder" to craft this beauty for me?

All assistance would be greatly appreciated!
