I'd like the smaller things to be taken into account when it comes to toddlers because I'm a sucker for details. Put them in the high chair and have adults feed them. Perhaps make that a skill so that toddlers can eventually feed themselves in the high chair using utensils.
When learning to walk, go from a "I'm learning how to walk" toddle to an appropriately sized down, but much more steady, toddler walk.
Take inspiration from Freeplay!! Please!! They have finger painting and pretend with costumes! Let our Sims read to them like in TS2/3! Lots of toys to play with. Actually look at the other versions of toddlers and take what you can from them because we've LOVED past toddlers!
If people don't want to play with toddlers, make it so that they can be aged up at any time from the cake. I know that that's a big problem (apparently) with a part of the forum, so make it possible to just skip that stage entirely.
