So as an aside from the family play thread chat I wanted to offer people a place to suggest their ideas for a perfect scenarios for toddlers in TS4 in a bite size format as suggested by a couple of us...

Like others already said, they should be able to interact with everyone no matter age, ask for attention and so on
toddler beds so they can crawl out and play when they wake up
climb stairs
play in the sand box
crawl up on the sofa
sit on mums and dads laps and cuddle
