Ideas on How to Manage NPC's?

I think we all know that the NPC system in The Sims 4 could do with a refresh. How could we make NPC's an asset rather than a hindrance to gameplay? Here are my ideas: Can view master list of NPC's...

And an option to stop the game from generating new sims. I play with aging turned off and I have more than enough sims to fill every needed role.
