I'd dive heavily into the fantasy aspects because they have been so neglected.
Expansions:
-World adventures.
It would bring two new vacation destinations that all have dungeons, caves and such to explore and rare items to find, but also come with risks.
Polar expedition would be trying to plant your flag on a high cold mountain and surviving it, can also find a Yeti NPC to befriend who can warm up sims with a hug. Or beat them up if they are mean to them. Plenty of rare metals and things to find here.
Egypt would return and mummies along with it that you could find in pyramids that have many traps. It would have the most dangerous dungeons while in the polar expeditions the elements are your main enemy. Mummies would be a new playable life state.
-High tech.
Features a lot of advanced technology for pretty much whatever you could want, a lot of similar stuff like Sims 3's into the future. It would also come with androids as a new life state, they look totally human and can wear all clothes but can have robotic skintones, eyes and teeth. They can improve themselves like other supernatural states too, unlocking new perks and powers allowing them to become more human or more machine.
It would also feature new rocket ships.
Gamepacks:
-Cars.
Many kinds of cars would be added, animated as well as in sims 2. When going to work sims take the car to drive off, carpools would be patched in. Several cars could be build too to develop handiness skill, including an old timer. Motors would also be included, and clothing would all be fitting stuff like helmets, leather jackets, gloves, and all kinds of stuff that fits with the car and motor styles.
-Star Wars: Original trilogy pack.
Yes, I'd dare double down on it by expanding the star wars content. It would feature clothing from the original trilogy as well as objects in many categories such as a bacta tank where sims can heal of any disease and wounds, Luke's speeder functioning as a car, parts to make servos look like C-3PO or similar protocol droids. Comes with a completely empty new desert neighbourhood based on Tatooine that could also be used for other purposes, and architecture that allows you to make a moisture farm or other tatooine style structures.
Also enables an option for Journey to Batuu to turn the factions there into original trilogy factions and characters. You'd see Darth Vader instead of Kylo Ren and Luke Skywalker instead of Rey. Leia, Chewbacca, Han and Grand Moff Tarkin could all be seen too, and Obi-Wan as a force ghost which could be a new ghostly variant of anyone with the new force sensitive trait who dies.
Stuff packs:
-Crime and punishment.
Would bring back burglars and security systems, and lots of related content like various criminal activities sims could commit and go to jail for. Jail time depends on how bad the crime is (each job could give new criminal opportunities!) and it would also determine how high the bail is to buy their freedom. Burglar NPC's can also go to jail for a while.
-Bars.
Brings back the pool table and other items great for bars like a darts game, mechanical bull and other stuff like that, comes with some great new features for your sims to own a bar and make it their own thing.
Kits:
-Men's wear.
Actual men's wear, not weird high fashion garbage no man would even want to be found dead in. Just regular clothes like jeans, shirts with prints, simple sweaters, vests, shoes, some a bit worn looking, cargo pants, army barrets, etc. Also messier hairstyles that don't look overly stylised and new facial hair styles as well.
-Tattoos.
Just a whole kit of tattoos providing some for every part, allowing a sim to even be fully covered in tattoos, most of them more daring and less lame as well. Like heavy metal stuff.
