No, they mean between the levels. Where, in real life, the builders would put the pipes and the wiring.
I don't know the correct word for it, but if you look here, you can see there's a gap between the ceiling on the first floor, and the floorboards of the second.

I think it's an interesting idea with some potential, but it should be optional. I'd hate for all our builds to suddenly become much taller for no reason.
