Jasmine Holiday

So I was just looking through some buy objects and came across the Sugar Skull Display. The description said that you can only get the sugar skulls from people celebrating the Day of the Dead holiday. I couldn't find that on my calendar so I did some searching online and found that to do it I have to "Call Jasmine Holiday." Unfortunately, I don't have that option. So how do I get the sugar skulls for my collector sim? I'm on Xbox One if that matters.

    I also wanted to know how to summon her, cuz I wanted to add her to my gameplay, but I don't tink its possible. I think you have to cheat to get the sugar skulls.

    From what I've found in other sources, it seems you have to wait until the Day of the Dead Challenge rolls back around. But I could be wrong. There's been no definitive answer to this.
