Why not a short active job? Like, let kids sell lemonade. I wonder if teens could carry out small freelance gigs- like stuff for artistry, programming, etc, but only the simpler tasks for people with level 5 skills and down. It would give them a quick income.

Sounds more like it would be best to be implemented like the odd jobs system. They can get jobs like this from neighbors and earn some cash for themselves. Maybe the errands system from col would be better. They can click on neighbours and have the option to help with chores or errands I guess like what you suggested.

These would be great for children/teens to add a few extra Simoleons, and I agree with @kaiwrysims that it may work best as an odd jobs system.
