I don't think it's any of those. It said neighborhood, so I'm thinking things that enhance a neighborhood, like block parties, yard sales, and neighbour interaction. I'm hoping for buildable apartments and townhouses, but who knows. It can actually be anything. The hint is certainly vague enough.
