Top of the shoulders to me would be where your neck would meet your shoulders. No Summer Holiday's hair isn't a ponytail, it's a long braided hair style. Summer's hair is even in the long hair category in the game. And even comes in a multi-color version. Are you sure that you aren't getting Penny's who is a San Myshuno townie who's hair is a long and some what high ponytail or maybe even the ponytail that came in GTW? Penny's ponytail could be consider shoulder length since starts high enough up on her head.
ETA: It just occur to me. Are you referring to Liberty who is Summer Holiday's roommate in the game? Liberty has a double ponytail hair style that stops at the top of her shoulders, and is a brunette. Summer is the blonde with long braid in that household. Both Summer and Liberty are YA females that live with a YA male in WC.
