Make situation outfits customizable, mod friendly, and add more categories

So I was going to make my very first post on here complaining about situation outfits for the millionth time and demand for them to be deleted forever. However, I've had a lot of time to think about it and I think situation outfits are really good for the game, they're just implemented poorly.

By default, I think situation outfits should be disabled, or at the very least, EAxis should created pre-rendered outfits for townies so they won't spawn in horrible fits and instead pick randomly from a pre-selected pool of outfits. I also think that they should add more categories to situation outfits that we ourselves can modify. I want to be able to create my own outfits for sims to wear on Spooky Day/Halloween (or any holiday with "costumes" as a tradition), their wedding, black and white parties, etc. I also think that this would be a great resource for modders because they could add their own situation outfits (i.e. maker of a funeral event mod can create a category for funeral situation outfits).
