Multi-purpose lots

A multi-purpose lot, lot type combinations, or a customizable lot type where you can choose what behaviors sims do on the lot is something I have wanted for a long time.

I currently use the GT club system to sort of fake this multipurpose use but it doesn't quite get the right effect because sims in the club meeting do the club activities and sims not in a club meeting do the lot activities and no one really does both. It also doesn't work for combining things like retail and restaurant.
