I like the idea but the specifics are a bit strict for my tastes. What you referred to as "unnecessary drama" may very well be unnecessary for you, but for me, random relationship drama is like 90% of the drama in my game, and I wouldn't want to have to set traits to keep it going.
I think instead, I'd prefer it if the strength of an existing relationship were inversely related to the amount of flirting the sim chooses to do or accept. So for example, a sim who has a boyfriend or girlfriend that they're on pretty good terms with would rarely flirt autonomously, and it would be hard for other sims to flirt with them, but not impossible. Whereas a sim with a soulmate would never flirt autonomously, and be nearly impossible to romance.
