It is already possible to change neighborhood names and descriptions using Sims 4 Studio.
1. Open your save file with Sims 4 Studio (you might want to make a back up of the file in case something goes wrong).
2. Left Klick on "Save Game Data" (sorting the files by type by clicking on "type" first helps finding the Save Game Data File, there are a lot of entrys to scroll through).
3. Scroll down to neighborhoods on the "Data"-panel you will find on the right.
4. Left click on the button on the right of the "neighborhoods" entry to edit the "neighborhoods" file.
5. Click through the different entrys and simply change the text ("name" and "description")
6. Click save on the pop up window. It will close.
7. Click save on the main file.
