Groundwater can easily become contaminated too, if that's your reasoning. Rainwater here is often safer to drink than mainswater.
As for pumping up groundwater, surely people have learned from Californias mistake?
Groundwater comes from rainwater, without enough rain, it can run out. At least with tank and dam water, you can see how much water you have left. Everyone here is pretty cautious with their water use. In many areas, groundwater is for last resort use.
My city has it's water piped from the nearest flowing river, which is over 300km away. The water tastes revolting, so my options for drinking are to either buy bottled water, which gets expensive fast, or use rainwater from my parents farm.
In general though, most of these things would fit in a weather themed pack. Solar stuff for when it's sunny, rain related stuff for when it's rainy, wind related stuff for when it's windy. Crops growing in relation to the weather too.
Livestock could be done as a separate stuff or game pack.
