Sergio and Siobhan are supposed to start new saves as being in a relationship (boyfriend/girlfriend, sweethearts) by default. In some saves the cross-family relationships (i.e. friendships with sims from different households) in Windenburg are messed up, but not in permanent's game clearly :D
