Of the packs I finished, that being the first 2 (Outdoor Retreat and Get to Work), I have a few ideas for them.
Campers or RVs in Outdoor Retreat. They're kind of a no-brainer to have, especially for a camping pack. A pipe dream I have for RVs is that, like tents, you can take them to any lot. Clicking on the steering wheel will open up the map menu. When you arrive at the destination, the RV will be parked... SOMEWHERE on the lot, preferably the road. It's like bringing your entire home with you wherever you go.
Better coolers. The coolers in Outdoor Retreat are limited to quick meals and can't store food in them despite the description of the item saying so.
Better bears? Sure, there's people in bear costumes walking around, but what about real bears? As long as they're not stationary animals like cows, that would be a little terrifying. They didn't do it in 2015, and... I kinda don't expect them to do it now either...
Better aliens. Besides ghosts, I think they were the first occult added to the game. They are my favorite and it's a real shame they don't get any of the cool stuff that later occults would have. They're no different than humans besides having a few miscellaneous social interactions. What if they got some of their Sims 3 abilities and tech back? They and other sims in their household can use UFOs as an alternative to the Rocket Ship. Maybe they can have their own skill tree? Just like Mermaids and even PlantSims, I think they could go for a refresh to catch up with the other occults.
Burglars to catch for the Detective career. I mean... come on. If there was a chance to bring them back, it would've been in this pack. Even if they come back in a base game update, the Detective career is so boring and needs more stuff to do compared to the Scientist and Doctor. While they're at it, update the career lots. I'm sick of co-workers taking up every computer.
More inventions and serums for the Scientist career. The only things worthwhile in the Scientist career were the SimRay, Satellite Dish, Cloning Machine, and maybe the Wormhole Generator. Serums are not worth making compared to easier alternatives. Maybe bring back the Time Machine and Ghost Traps from TS3 Ambitions, hoverboards and jetpacks from Into the Future, whatever mad scientists would create.
Expanded Sixam. Magnolia Promenade? Sure, whatever. But a Sixam world would've been sooooo much better and unique. Not everyone's cup of tea, I realize, but definitely a lot more interesting than whatever we got.
More Doctor medicines and the ability to visit the hospital outside of delivering babies. As far as I know, you can't visit the hospital unless you have a Sim in labor. Wouldn't it make sense to visit it whenever you're sick and get treatment there instead of ordering a miracle bottle online that cures anything? Maybe prescriptions and different medicine can be a thing. It can integrate well with other packs to treat poison, rabid rodent fever, werebies, and even Strangerville's infection once you complete that pack's quest line. "Is there a doctor in the house?" Yes! Doctors have a higher chance of saving Sims from the Grim Reaper!
That's about all I can think of at the moment, but I hope they're solid ideas. My mind is always up in the clouds with this kind of stuff.
