Please allow us to disable randomly generated sims

I know there are tons of us wanting this option :) Please give us the option to disable randomly generated sims from spawning in our towns. It would make me oh so happy :smiley:

The mod still works to some extend. It cannot stop the spawns of townies required by get to work (cooworker and some customers), but it stops the townies required by the game for community lots an OR. By the way, I had the culling problem only once when using this mod, and was caused by me (too many Sims from the gallery)
