I understand that. But there are only 2 things that I know of that will prevent automatic staffing of any venue you build; 1) wrong build type 2) a damaged save.
I've been playing for over 3 years now, and there has never been a time (not even once) where the game didn't give me the necessary staff to run the venue. I suppose if you're running mods that could have an effect....I only run one mod, and it's not a common one, so I'm not sure if those are having an effect
