The skin and hair recoiled are mods. They are the Noodles Sorbets. You can download them

I deleted all the EA townies and demolished all the houses except for those in San Myshuno. I have a collection of sims I normally play as and so I went in and randomly picked colors for them based off their personalities. Then I plopped them all in the city as the residents and anytime the game generates an NPC- I take them into CAS and give them a berry makeover.
