Reduce the generating of townies

Hi everyone. My save is already full of sims I created : about 90 played sims, and something like 20-30 unplayed ones, some of them working in restaurants, the others are used by the game to work...

You can't complete disable townie generation. Set the homeless population to 0 to reduce it as far as the game permits.
