I realize I didn't specify much, I mean like buying from a bar or cafe (at least with Get together) or by buying some food from the fridge, like the ingredients to make it.
Yes you may buy food from a bar or cafe (Get Together / Dine Out) or Food Carts (City Living).
You can make your own personal rule on buying food to suit how you play.
