As long as it is only 20,000 it is okay. I only had that happen once in mine. If they are the last person in a household with more than that then yes... subtract the excess. I used a handicap to not accept the move if excess funds were involved. If I really wanted to add that Sim I added them to another household then invited them to move in (again) so they would bring in Zero.
